JOB SUMMARY & SCOPE

Basic Function & Scope

  • Leads, plans and directs the commissioning and startup activities on the project. Technical responsibility for organizing, executing, and coordinating the assignment.
  • Makes day-to-day decisions within assigned area or project and makes recommendations to department or project management regarding policy procedure.
  • Responsible for review of project designs and recommendation of changes to design so that the plant can be commissioned in a safe and operable manner
  • Directs commissioning, startup and initial operations project at the jobsite location and troubleshoots as needed.

 

Scope

  • Implementation and monitoring of the project’s completions program
  • Ensure a safe and timely completion of commissioning and start-up activities
  • Ensure the commissioning scope and pre-commissioning checks and documentation are carried out, and meet manufacturer requirements
  • Ensure all applicable procedures are followed
  • Ensures that work being performed is within scope

 

Essential Duties

  • Directs and monitors assigned project commissioning, startup and initial operations which may include review of design for plant operability, preparation of commissioning and startup procedures, operations manuals, coordination with construction during field check out and pre-commissioning and testing and execution of the startup in the field.
  • Supervises contractors plans and procedures for transitions from Construction (Area Based) Mechanical Completion (System/ Sub-system based) to System Completion
  • Reviews contractors commissioning and startup procedures
  • Advises Project Team of concerns and corrective actions
  • Provides input to project management, engineering, and construction to ensure commissioning and startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
  • Coordinating planning and execution of all commissioning and startup activities facilitating safely achieving acceptance within the assigned budget and in accordance with the project master schedule
  • Liaise with other disciplines such to facilitate efficiently completing all commissioning tasks
  • Participates in proposal preparation activities as required
  • Directs performance test runs
  • Performs personnel evaluations for personnel supervised and ensures that they receive appropriate technical assistance and on-the-job training for their professional development.
  • Perform continuous risk analysis of commissioning and start-up works
  • Coordinating the compilation of mechanical completion and commissioning dossiers
  • Keeps abreast of technological developments and trends in startup and operating services within area of responsibility

 

Required Qualifications

  • Bachelor’s Degree in Engineering or equivalent
  • At least 10 years’ experience in engineering or technical management of gas processing facilities with an EPC Contractor and client organization
